Remote Structural Engineering for Los Angeles Projects
Sixteens Consultancy Services provides structural engineering for Los Angeles clients from our office in Kozhikode, Kerala, India. The California Building Code (CBC 2022) builds on IBC 2021 with California-specific seismic amendments — and seismic engineering is the central discipline for structural work in LA. We have demonstrated seismic engineering expertise from our Antalya (Turkey) project, designed for a high seismic zone with analogous SDC D-level demands to the LA Basin. For LADBS permit submission, a California-licensed Structural Engineer (SE) reviews and stamps the drawings.
Los Angeles sits on the LA Basin, one of the highest-seismicity urban areas in the world. The San Andreas Fault runs approximately 35 miles from Downtown LA, the Newport-Inglewood Fault runs directly through the urban core, and the Puente Hills blind thrust fault sits beneath Downtown. This fault environment — capable of producing Mw 7.5+ earthquakes — governs every significant structural decision in the city.

CBC 2022 Seismic Design for Los Angeles
Seismic Design Category D/E. The ASCE 7-22 spectral acceleration for the LA Basin is approximately Sa(0.2) = 1.5g at Site Class D (soft soils), placing nearly all LA structures in SDC D or E. SDC D/E mandates the highest level of seismic detailing: only ductile, code-compliant seismic force-resisting systems (SFRS) are permitted — ordinary moment frames, ordinary braced frames, and non-ductile systems are not acceptable in SDC D/E.
AISC 341-22 seismic provisions. For steel structures in SDC D/E, AISC 341-22 governs. Key requirements include: beam-to-column connection prequalification (RBS reduces column panel zone demands, WUF-W is used for column-strong connections), brace slenderness and compactness limits for SCBF, protected zone restrictions on welding and drilling, and strong-column/weak-beam design criteria for SMF to ensure ductile energy dissipation.
Buckling-Restrained Braced Frames (BRBF). BRBs are widely used in new LA construction due to their high ductility and energy dissipation. AISC 341-22 Section 18 governs BRB design: core plate area determines yield force, casing design prevents buckling while allowing core elongation, and connection (gusset plate) design must accommodate the BRB's test-validated overstrength.
CBC 2022 vs. IBC 2021 seismic differences. California's seismic amendments in CBC 2022 Chapter 16A include: mandatory site-specific ground motion analysis for structures near active faults (Near-Fault zone design), enhanced drift limits, and the LADBS Mandatory Retrofit Ordinance requirement for owners of non-conforming buildings.
Demonstrated seismic capability. Our Antalya (Turkey) project was executed in a high seismicity zone requiring ductile steel detailing — the same performance-based seismic engineering approach applied in LA. We bring this cross-market seismic expertise to every LA engagement.
LADBS Soft-Story Retrofit Programme
Los Angeles's Mandatory Retrofit Program — covering pre-1978 wood-frame soft-story buildings and pre-1980 non-ductile concrete moment frame buildings — is one of the largest mandatory seismic retrofit programmes in US history. Structural engineering requirements include: CBC 2022 / ASCE 41-17 compliant assessment, lateral system design for the retrofitted configuration, construction document preparation to LADBS standards, and LADBS Plan Check support through approval.
